"Outages" are defined as hosts suffering more than 2 failed SiaStats benchmarks from a given evaluator node during a 12-hour window.
A base level of outages is normal, representing hosts wrongly configured or with a poor performance. Spikes in outages can, however,
indicate that the Sia network is under attack.
In case of an attack, the economic impact on the hosts can be measured as the number of contracts and their SC value that is lost (burnt).
